The organization seeks information on a patient-level Career and Technical Education (CTE) platform delivered as a mobile-first Software as a Service (SaaS) application. The desired platform should support both self-directed and co-managed workflows, include tools for journaling, motivation, activities, and contacts, and feature a points-based achievement system. The application must be supported by an administrative portal and developed with robust API capabilities. Key requirements include a non-commercial architecture, tribal-guided traditional medicine aesthetics, API interoperability, multi-entity configuration, crisis navigation, and employability pathway development.

At the system level, the platform must offer secure authentication (including configurable 30-day sessions), email verification workflows, deep content crawling, relevance filtering, and role-based access.
