The government authority in Lansing, Michigan seeks a vendor to provide comprehensive evaluation services for its partnership district model. This evaluation is intended to assess the model's effectiveness in improving student outcomes—including academic achievement, graduation rates, attendance—and driving systemic change in low-performing districts.
The selected vendor will conduct a mixed-methods evaluation and produce an Inception Report outlining the evaluation plan and strategies for stakeholder engagement. An interim implementation report summarizing progress and early findings will also be required. To facilitate ongoing monitoring and decision-making, the vendor must provide a data dashboard or visual tool that supports evaluation during and after the contract period.
Additional responsibilities include assessing district and school documentation needs, performing root cause analyses, and reviewing meeting logs and partnership meeting minutes. The evaluation should address systemic changes at the district level, covering policy, practice, partnerships, and data-driven decision-making. The contract period is three years.
