The City of Rochester Hills, Michigan seeks a vendor to provide services for updating its Parks and Recreation Master Plan and developing a Community Stewardship Plan. The 5-year Parks and Recreation Master Plan must comply with Michigan Department of Natural Resources requirements and focus primarily on capital improvement needs across all department divisions, with an emphasis on Parks. The plan should also address outstanding non-capital issues from both prior master and strategic plans, analyze crossover items, and review the progress and future needs for projects listed in the city's Capital Improvement Plan. Attention must be given to trends in outdoor recreation, balancing new capital projects with the renovation of essential services.
The Community Stewardship Plan will serve as a consolidated framework for city initiatives and practices, providing direction for future stewardship opportunities. This includes developing a vision/mission statement, conducting baseline assessments of current facilities and policies, and identifying key stewardship pillars such as energy consumption, alternative mobility, waste management, fiscal stewardship, and natural systems preservation through a robust public engagement process.
The consultant is expected to present a GIS-based conceptual framework using tools such as Experience Builder, StoryMaps, Dashboards, Survey123, ArcGIS Solutions, or ArcGIS Hub site to visualize project findings and facilitate public outreach. Extensive stakeholder and public engagement is a critical requirement to ensure the project’s success and alignment with community needs.
