DESCRIPTION


The Town of Wendell, North Carolina, is seeking a qualified vendor to update its Parks and Recreation Comprehensive Master Plan. Scope of work includes conducting an inventory and assessment of existing programs, parks, and facilities, and analyzing current and projected demographic and socioeconomic trends relevant to parks and recreation planning.

The selected firm will design and facilitate a comprehensive community engagement program to gather meaningful public input. Additionally, the vendor will identify and evaluate existing funding sources and practices, including general fund support, grants, user fees, dedicated funding mechanisms, and capital financing strategies.

A complete and adoptable Parks and Recreation Comprehensive Master Plan document, both in digital and print-ready formats, will be delivered. The plan should include an action plan with recommended programs, facilities, and amenities; land acquisition and facility development strategies; prioritized project lists with 5- and 10-year implementation timelines; planning-level cost estimates; recommendations for recreation tourism development; funding strategies; and staffing and operational recommendations aligned with proposed service levels.
