DESCRIPTION


The municipality is seeking a vendor to provide a comprehensive parking violation processing and collection solution. This system must manage the full lifecycle of parking violation tickets, including recording violations, receiving a variety of payment types, overseeing cash management, managing data entry and processing, and generating both delinquent notices and detailed reports.

Key requirements include support for manual three-part parking tickets issued by police officers and the ability to print exact digital replicas of any ticket. The solution must offer a web portal for real-time payment processing (credit, debit, business or personal check) and a dedicated phone number for credit/debit card payments. Seamless integration with third-party parking vendors is essential for retrieving real-time information on vehicle parking status, including active session and expiration times.

The software must be intuitive and user-friendly, suitable for use by non-technical personnel. The vendor is also expected to provide five lightweight handheld ticket-writing devices, with affiliated equipment and supplies, to city enforcement personnel. These devices should support automated uploading and downloading of ticket data to a central database, supported by a robust state-of-the-art database management system for all transaction processing and required financial and management reporting.
