DESCRIPTION

The City of Compton, California seeks a vendor to provide professional consulting services for a comprehensive, citywide parking feasibility and management study. The selected firm will document, map, and analyze the City's complete inventory of public on-street and off-street parking assets, assessing utilization, turnover, and access conditions through measurable, data-driven methodologies.

The scope of work includes evaluating the feasibility of establishing or modifying parking programs such as residential permit parking, employee parking, and long-term or shared-use arrangements. The consultant will develop recommendations for operational improvements, technology adoption, and policy updates supported by evidence from the analysis. Responsibilities also include deploying an online survey instrument for stakeholder input, executing a Public Participation Plan, assessing signage and wayfinding, and creating a communications strategy for new rate rollouts, business, and community outreach.

In addition, the vendor will propose marketing and education initiatives like mobile-app promotions and a parking ambassador program. The final deliverables will include a phased implementation schedule with performance metrics.
