DESCRIPTION


The government authority in Cleveland, Ohio is seeking a vendor to provide comprehensive parking operations management, enforcement services, and smart parking technology solutions. The selected vendor will be responsible for operational and staffing services, including labor, supervision, tools, materials, equipment, technology systems, and administrative support required to manage and operate parking facilities. Services encompass onsite or remote staffing, daily operational oversight, customer support, entry and exit management, space allocation, traffic flow coordination, and ensuring safe operations during both normal and emergency conditions.

Enforcement services will involve monitoring designated parking areas to ensure compliance with parking rules, permit requirements, time limits, special-use restrictions, EV charging protocols, and accessible parking regulations. In addition, the vendor will be responsible for implementing and supporting advanced smart parking technology solutions such as PARCS equipment, pay stations, parking meters, mobile payment applications, license plate recognition systems, cameras, access-control devices, digital permit platforms, reporting dashboards, and integrations with mobile or web-based applications.

Emerging technologies to enable frictionless parking—including gateless or express-exit operations, automated validation, predictive occupancy analytics, dynamic pricing, and AI-assisted enforcement workflows—may also be included. Lastly, accurate and timely reporting and performance management will be necessary to track revenue, transaction activity, staffing, incidents, equipment issues, facility conditions, and key performance indicators as specified by participating agencies. The contract will be for a period of one year.
