RFP for full-service parking lot construction, including earthwork, storm sewers, pavement, lighting, and related site improvements for a government project in Detroit, Michigan.

Submit a refundable Bid Guarantee of 5% of the total potential value of the Base Bid.
Submit a completed Verification of Minimum Qualifications Form.
Submit an executed Project Documents Declaration Form.
Submit an executed Document Security Agreement for Sensitive Security Information.
Submit a Business Information Questionnaire.
Submit a Subcontractor Form for each utilized subcontractor.
Be in Good Standing with the State of Michigan (or state of domicile).
Maintain a written safety program with an Experience Modification Rate (EMR) less than or equal to 1.0 over the past three calendar years.
Provide copies of OSHA 300 forms for the past three years.
Ensure a minimum of 25% Small Business Enterprise (SBE) participation.
Have served as Prime Contractor on at least two parking lot construction projects (earth grading, roadway foundations, storm drainage, concrete pavement) with a contract value of at least $500,000, substantially completed in 2018 or later.
Have a Project Manager on staff who has managed at least two parking lot construction projects with a contract value of at least $500,000, substantially completed in 2018 or later.
Have a Project Superintendent on staff who has supervised at least two parking lot construction projects with a contract value of at least $500,000, substantially completed in 2018 or later.
Have completed at least two projects (Bidder or Team Member) including installation of concrete bases, light poles, electrical conduit, and Light Emitting Diode (LED) fixtures and wiring, substantially completed in 2018 or later.
Have at least one licensed electrician on staff (or subcontractor's staff) in accordance with the State of Michigan Electrical Administrative Act (Act 217 of 1956).
Procure and maintain Commercial General Liability insurance with limits no less than $1,000,000 per occurrence.
Procure and maintain Automobile Liability insurance with limits no less than $1,000,000 per accident.
Procure and maintain Workers' Compensation insurance with Statutory Limits and Employer's Liability insurance with limits no less than $500,000 per accident for bodily injury or disease.
Name Wayne County Airport Authority and the County of Wayne as additional insureds on commercial general liability and automobile liability policies.
Provide a waiver of subrogation for all applicable insurance policies.
Ensure primary coverage for all applicable insurance lines.
Insurance policies must be issued by insurers with a financial rating no lower than A-VII as rated by AM BEST.
Provide at least 30 days (10 days for nonpayment) advance written notice to the Airport Authority prior to any cancellation of, or material change in, insurance terms.
Comply with Prevailing Wage Requirements (Davis-Bacon Act).
Comply with State and Federal Employment Non-Discrimination Requirements.
Certify no use of forced labor or engagement in human trafficking/modern slavery.
