DESCRIPTION


The city seeks a vendor to provide an integrated parking enforcement citation system, including hardware and software solutions. The required system encompasses parking ticket-writing devices, technology support, and comprehensive data processing and collection services for parking violations. Additionally, the solution must include a robust platform for tracking and issuing residential parking permits.

The vendor will be responsible for the installation, implementation, ongoing operation, user training, and continued performance to ensure all system components are functioning optimally. Equipment provided must be capable of issuing citations in real time, and handheld devices must support license plate scanning to auto-populate citation fields. The handhelds must also be able to take multiple photographs of each violation for electronic attachment and upload to the citation database.

All citation processing must be handled internally, without third-party or outsourced processing centers. The software must be user-friendly for non-technical staff and feature a security system with password and terminal location controls to allow for differentiated user access. Secure, encrypted connections will be required, and authorized users must access the system via confidential accounts and approved browsers on high-speed internet connections.
