The project requires the production and supply of parking decals and permits with specific material and design specifications. Vendors must provide a basic design to be used for creating custom die-cut shapes for decals, incorporating a hologram foil with a unique prismatic security pattern for various lots. The required quantities include approximately 18,600 repositionable decals and 2,633 regular decals.
Decals must be flexible, adhesive-coated, reflex-reflective emblems printed in assorted colors, made from a tough, high-grade transparent polymer with a 4 mm thickness. The printing surface must be specially treated, and the adhesive is colorless, low tack, removable, and protected by a moisture-resistant, clear, lay-flat liner designed to resist curling. The permits are guaranteed not to fade or crack, maintaining their color integrity for at least one year.
Sequential permit numbering is to be printed reversed out of a colored or security wallpaper pattern in the numbering box. Barcodes must use the standard 3 of 9 format, with sufficient density for readability. The permit design requires a foil-stamped logo for added security, and each permit face must be protected by an easy-release liner. Vendors should submit all questions regarding the project no later than April 21, 2026.
