The state of Oklahoma is seeking a qualified vendor to furnish and install a real-time parking counting and occupancy monitoring system for one parking garage and one surface parking lot. The proposed solution must be capable of accurately tracking vehicle ingress and egress in real time, delivering occupancy data for each facility independently, and providing robust cloud-based monitoring, reporting, and integration functionalities.

Key requirements include the system's ability to count vehicles entering and exiting each parking area, provide real-time occupancy updates with at least 98% accuracy, and generate historical usage reports by hour, day, week, month, and year. The system should offer a secure, cloud-based dashboard accessible from any internet-connected device, supporting multiple user roles such as administrators, operators, and read-only viewers.

Vendors may propose various hardware options, including magnetometers, loop detectors, cameras, infrared sensors, or equivalent proven technologies. The cloud platform must support API-based data sharing, and a mobile-friendly dashboard is preferred. The system needs to be scalable, flexible in installation, and designed for long-term reliability. It must also maintain local operation and accurate counts during network outages, synchronizing automatically when connectivity is restored.
