The City of California is seeking a qualified vendor to provide comprehensive parking citation processing services and software. The selected provider will be responsible for managing all aspects of citation processing, including citation management, registered owner retrieval, adjudication support, payment processing, reporting, customer service, technical support, and provision of necessary equipment.
Vendors must supply a software solution that supports the electronic issuance of citations, compatible with the City's handheld computers and thermal printers (2”–4.5”). The system should support customization of violation codes, fine amounts, and liability reason codes as specified by the City. An integrated database is required to record citation histories, staff comments, hold actions during appeals, sort cases by type or defense, document decisions, and generate customized correspondence. For handwritten citations, the vendor must process and enter information within two business days, provide editing capabilities for errors, and manage secure storage and disposal per City guidelines.
The vendor will be responsible for integrating with the City's cashiering system to process electronic payment data daily, facilitating secure Visa and Mastercard payment processing, and supporting payments via internet and toll-free phone. User interfaces must display comprehensive citation and payment information, ensuring secure transaction validation. Additionally, the contractor will operate a professional and courteous customer service support center equipped to address parking citation inquiries, general policies, and administrative matters.
