DESCRIPTION


The State of Kansas is seeking a vendor to replace its existing parking access and revenue control system (PARCS) with a modern solution incorporating advanced features. The new system will integrate license plate recognition (LPR) technology in all transient lanes, including new nesting and commercial vehicle lanes, to enhance revenue control, support mobile payment options, enforce access policies, and provide flexibility for free-flow access challenges.

The upgraded PARCS will accommodate multiple credentials such as tickets, access cards, license plates, and QR codes, ensuring convenient and secure access for various user groups. Payment processing will utilize PCI-P2PE-certified infrastructure for card-present transactions and a certified level 1 service provider for card-not-present transactions, ensuring compliance with current security standards. Comprehensive system management will be available through dedicated software, including the capability to provide real-time parking lot occupancy data for display on digital signage and the airport's website.

This contract will have a one-year term. Interested vendors are required to submit any questions regarding the project by February 19, 2026.
