The State of Minnesota is seeking a vendor to provide a comprehensive parking access and revenue control system as part of a modernization initiative. The proposed solution will consolidate key components into a unified, modular platform designed to support real-time data sharing, streamlined operations, and enhanced payment and customer service functionality.
Requirements for the system include reducing manual processing, improving onboarding workflows, enabling dynamic reporting and forecasting, and supporting innovations such as AI automation, license plate recognition (LPR) for ticketless entry, and mobile payment solutions. The platform must offer a parking guidance system with real-time occupancy detection, space availability, and wayfinding capabilities, while tracking parking sessions from entry to exit using multiple credential types.
The solution must provide secure, documented APIs or equivalent web services for real-time integration with enterprise data lakes, reservations, parking guidance platforms, payment gateways, ground transportation, dynamic signage, and GIS. Field staff should have access to real-time operational dashboards, and the system should allow export of both operational and financial datasets to support analytics. The overall goal is to deliver innovative parking features that address current business challenges, enhance operational efficiency, and improve customer experience, with continuous 24/7 availability and alignment with new payment and data governance standards.
