The State of Maryland is seeking a qualified vendor to provide a new, fully integrated Parking Access and Revenue Control System (PARCS). This system will replace the existing solution and must include all necessary hardware and software for a complete and operational PARCS. Key requirements include ticket-issuing mag-stripe readers, entry and exit terminals equipped with card pads, as well as robust infrastructure to support the entire operation.
The proposed PARCS should be readily upgradable, scalable, and modular to accommodate additional equipment and expanded functionality. It must offer integrated license plate recognition (LPR) capabilities, including mobile LPR, data storage, and an automated fee calculator. The system should also be capable of interfacing with additional third-party applications as needed.
The contractor will be responsible for hosting the system, providing all required infrastructure, servers, equipment, and communication networks at both the contractor's site and designated parking garages. Remote management capabilities are essential, utilizing fiber optics, Ethernet, or other agency-approved communication systems. County staff must have secure internet access to all PARCS functions and data. The software should provide user-friendly, dashboard-based interfaces with both standard and customizable dashboards for effective data management across new and existing platforms.
