This RFP seeks a vendor to provide an Intelligent Transportation System (ITS) software platform to oversee all aspects of Demand Response transportation services, including ADA paratransit, microtransit, and coordination with various mobility providers. The project aims to replace legacy systems with an integrated cloud-based solution that supports trip scheduling, dispatching, customer communications, eligibility management, real-time operations monitoring, and comprehensive data reporting.

The new system must enable innovative service models such as same-day trip scheduling, real-time vehicle tracking, dynamic dispatching, and support for coordination with Transportation Network Companies (TNCs) and other independent mobility services. Key objectives include increasing operational efficiency through automation and real-time data, improving service reliability via dynamic scheduling and optimization, and enhancing transparency with real-time reporting tools. The platform must also provide secure, exportable data for compliance and auditing, and improve customer experience with mobile tools and automated notifications.

Functional requirements encompass scheduling and dispatching, rider engagement tools, driver and vehicle interfaces, accessibility equipment status, eligibility and trip management, data and reporting, service design for ADA compliance, integration and coordination with other services, and financial/workforce data capability.
