The U.S. Department of Veterans Affairs (VA), El Paso VA Health Care System, is conducting market research to identify sources capable of providing a brand name or equal PAR Excellence weight-based inventory management system (WBIMS). The existing inventory management platform is approaching its end of life, and the VA requires a modern WBIMS solution to enhance productivity and operational efficiency at the El Paso VA Health Care System and its Community Based Outpatient Clinics.
The system must produce accurate, real-time readings of on-hand quantities, accessible via a software application, and include robust data mining and reporting features. Key functionalities must include tracking medical supply usage per patient, generating reports in commonly used formats, and interfacing with the Government Inventory Package (GIP) for synchronization of on-hand quantities and values. The WBIMS must feature PAR BINS for accurate stock tracking, support color-coded item identification, and provide automated handling of due-ins and due-outs.
Software requirements include an intuitive interface, multi-user support with configurable permissions, and report generation aligned with APICS principles of inventory management. The solution should manage a diverse inventory range, trigger automatic distribution or pick tickets based on pre-set levels, and offer comprehensive analytics such as consumption trends, cycle counts, discrepancies, and SKU optimization recommendations. The VA will use the information collected for acquisition planning and strategy development.
