A consultant is being sought to provide independent oversight and advisory services for the implementation of the SoftPak customer service, billing, and routing software to support sanitation operations in California. The implementation includes integration with Elavon/Fusebox payment processing and 3rd Eye in-cab technology. Acting as an owner's representative, the consultant will validate deliverables, monitor vendor performance, and ensure that the project is completed within a 90–120 day window. The role does not encompass daily project management; instead, the consultant will offer assurance that key milestones are achieved and potential risks are adequately addressed.
Key responsibilities include validating workflows for environmental programs and operations, integrating service requests, supporting driver and customer service training, and ensuring the accuracy of operational reporting. For finance functions, the consultant will review billing processes, account reconciliation, reporting accuracy, and compliance with credit card and e-check fee policies. IT oversight duties involve supervising data migration, ensuring security protocols such as encryption and secure authentication, configuring APIs and gateways, and coordinating system support and continuity. The consultant will also advise on third-party vendor data handling and system interoperability risks. Tasks will span project initiation and planning, requirements and design oversight, integration and data migration review, testing and training validation, go-live readiness, and post-implementation review.
