The Government is seeking information from responsible sources regarding the migration of Oracle Retail and Store Inventory Management (SIM) systems to a SaaS model. This Request for Information (RFI) aims to gather industry insights and assess capabilities for future planning related to these services. Interested vendors should provide detailed capability statements addressing the requirements outlined in the Performance Work Statement (PWS), particularly focusing on software development and production operations support services for Oracle Retail and SIM systems.
Submissions should include company and contact details, proof of small business and SDVOSB/VOSB certifications as applicable, relevant NAICS codes, and a summary of experience with similar projects. Vendors must demonstrate expertise in Oracle solutions and, if applicable, provide authorization letters from Oracle. The Government emphasizes that the responses to this RFI will inform potential future solicitations but do not obligate acquisition of services or products at this time.
Feedback on the clarity and sufficiency of the draft PWS is requested, including technical comments or recommendations for improvement. All responses are due by April 17, 2026, and must adhere to specified submission guidelines, including a 15-page limit and exclusion of marketing materials.
