The government authority in Nebraska requests bids for the supply, fabrication, and delivery of aluminum tube optical ground wire, including all associated design and inspection services.

Supply 44,000 ft of 0.614 OPGW communication cable (part number 1181389).
Include current and reliable lead-time for complete order and individually itemized in the bid.
Include freight cost for complete order and individually itemized in the bid.
State whether raw material is on-hand (Yes/No).
Provide cable on maximum 72-inch (or less) reel size, as per DISTRICT specification 18GS04.
Advise the FT amount that can be provided on reels of the specified size.
Note exact reel size/dimensions.
Submitted price shall be considered a Total Fixed Price and valid for 90 days.
Price at time of order shall be price at time of delivery, no exceptions.
Participation in this RFQ shall mean acceptance of DISTRICT terms and conditions, no exceptions.
If not on the approved manufacturers list, include ISO certification for the manufacturing plant/location.
Include any applicable technical documents, test data, and drawings with the bid if not an approved manufacturer.
All manufacturers quoting this specification must be compliant with the ISO 9000 series.
Manufacturers must be willing to review their Quality Assurance procedures with the Material Standards Engineer.
All written and verbal correspondence, communications, drawings, and test reports must be in English language and use United States Customary System of measurement (USCS).
Optical overhead ground wire reels shall be quality wood or steel (non-returnable reels preferred).
Each reel/coil shall be one continuous run of wire; splices are not acceptable.
Each reel shipped shall be traceable to certified test data on file.
Manufacturer shall supply certified test reports of all tests required by this specification.
All tests on the fully assembled optical overhead ground wire shall meet or exceed IEEE 1138 requirements.
Perform cross-sectional area and ultimate tensile strength tests for every 100,000 feet of steel strand OPGW.
Submit a certified copy of the Design Test per IEEE 1138 upon request.
All tests and inspections shall be made at the place of final manufacture in accordance with IEEE 1138 standard production tests.
Furnish electronic certified copies of routine production tests in PDF format.
Maintain production tests for all OPGW for a period of not less than two (2) years from the shipping date.
The wire end nearest the drum shall be wrapped with friction tape and securely attached to the reel flange.
The first coil of steel strand OPGW shall be laid tightly on the drum and snugly against the reel flange, with succeeding coils laid snugly against neighbors.
Each reel shall be plainly marked with a list of its contents and a distinguishing mark referring to a list furnished to the Buyer.
A metal tag indicating specific information (PO number, wire description, manufacturer info, weights, lengths, reel number, destination) shall be securely attached to the outer surface of the reel flange.
Manufacturer shall adequately protect all shipments against damage in transit.
Wood lagging or other suitable wrapping shall be furnished on reels to protect the steel strand OPGW against damage.
Wrapping or cushioning material used on inner flanges or drum shall be non-absorbent.
Comply with all applicable federal and state laws, permits, rules, and regulations for shipments.
All shipments shall be by traceable means.
Optical overhead ground wire reels shall be shipped in the upright reel position.
Manufacturer shall notify the York Operations Center three (3) business days prior to anticipated delivery.
The OPGW shall be shipped on open trailer.
The optical overhead ground wire shall be capable of withstanding normal handling incident to manufacture, shipment, and field installation.
Provide material specifications of the OPGW, Optical Fiber, and installation manual in .pdf format as part of the bid.
The OPGW shall be free from any defects in material or workmanship and conform to Purchase Order requirements.
Manufacturer warrants to remedy all defects and replace parts within 60 months from date of successful operation, or 66 months from date of delivery, whichever comes first.
Manufacturer must have been regularly engaged in the design, engineering, and manufacturing of OPGW of comparable size and complexity for at least ten (10) years.
Manufacturer must have supplied OPGW for at least ten (10) projects in the United States and/or Canada over the last five (5) years.
Bidder shall furnish a user's list of utilities or others who have received similar OPGW from the manufacturer for comparable projects.
Comply with all applicable laws, ordinances, rules and regulations of federal, state and local governments, including EPA, OSHA, and DOT regulations.
Complete Form I-9 and verify employment eligibility of individuals seeking employment with the Seller in support of the Buyer's plant.
Prohibited vendors (e.g., Huawei, ZTE, Hytera, Hikvision, Dahua) from FCC's Covered List may not be used by the Seller.
Comply with the Nebraska Fair Employment Practice Act.
Provide Safety Data Sheets for applicable material upon delivery.
Comply with all Federal, State, and Local Governmental orders, rules, and regulations governing safety and environmental issues on site.
