SUMMARY

South Carolina is seeking a cloud-based OCR and intelligent transcript processing solution to automate transcript ingestion, data extraction, normalization, and transfer credit evaluation workflows. The solution must integrate with Slate and Banner and include reporting, exception handling, and FERPA-compliant security controls.

DESCRIPTION

The issuing organization seeks a solution for optical character recognition and intelligent transcript processing to automate transcript ingestion, OCR processing, and structured data extraction. The primary objective is to support efficient and accurate transfer credit evaluation workflows. The solution must process transcripts in PDF and image formats and extract structured data for downstream use.

The system is expected to normalize transcript data across multiple institutional formats and provide configurable mapping to the agency's data structures. Required integrations include Slate and Banner. The solution must also support configurable workflow automation, batch and real-time processing, and a manual review interface for exception handling.

Reporting and analytics capabilities must include processing volume, error rates and exceptions, and processing time. Technical requirements specify a cloud-based solution, with SaaS preferred, along with FERPA-compliant data handling, API-based integration capabilities, and role-based access controls. The scope also includes implementation, installation, and setup, including a detailed implementation plan, discovery and requirements validation, and configuration of OCR models and mapping rules.
