The project seeks a media partner to develop and implement a comprehensive, evidence-based public awareness campaign focused on increasing understanding of opioid prevention within Minnesota. The selected vendor will be responsible for creating culturally responsive, stigma-reducing messaging tailored to diverse audiences, utilizing person-first, non-stigmatizing language throughout all materials.
Responsibilities include producing creative assets across various formats such as digital, print, social, video, and radio that normalize naloxone as a community safety tool. The campaign should strategically highlight accessible locations where community members can obtain free naloxone, and employ a distribution and outreach strategy that maximizes reach among priority populations.
The vendor must evaluate campaign performance by providing measurable outcomes related to awareness, reach, and engagement, and incorporate data and performance metrics to refine messaging and outreach strategies throughout the contract period, which will last one year. Pre-bid meeting is scheduled for May 12, 2026, and questions must be submitted by May 21, 2026.
