DESCRIPTION

The organization is seeking a vendor to deliver a comprehensive opioid prevention communication advertising campaign. This initiative will include creative development and production of campaign materials, media planning, placement and buying, and campaign management services. The campaign aims to increase opioid prevention and awareness through targeted media strategies and content tailored for both English and Spanish-speaking audiences.

Services required include recommending a media strategy and channel mix across streaming and digital audio, podcasts, and paid social media, as well as determining flighting and budget allocation. Vendors will develop creative concepts and key message frameworks aligned with public health best practices and provide print-ready graphic assets. Multiple creative variations are required for effective message testing and fatigue reduction, with a structured review and approval process, production timeline, and revision workflow. The selected vendor will be responsible for media buying, placement oversight, link and tag validation (including UTM implementation if applicable), regular performance monitoring, and ongoing campaign optimization, including targeting, pacing, and placement adjustments.
