The government authority in South Carolina is seeking a vendor to conduct an independent and comprehensive operational assessment of the county sheriff’s office (CSO) and the county emergency management services (GCEMS). The selected firm will be responsible for evaluating current operations, performance metrics, staffing levels, workload distribution, organizational structure, and unit hour utilization.
The assessment will include a gap analysis that compares the department's current state against recognized best practices and peer agencies in comparable counties. The scope involves reviewing law enforcement operations, procedures, and departmental functions, as well as analyzing key performance indicators such as response times, clearance rates, case volumes, service coverage, and community engagement. The firm will identify inefficiencies, controls, redundancies, and opportunities for improvement, in addition to reviewing staffing levels, workload distribution, shift structures, and resource deployment strategies. The assessment will also include an evaluation of overtime and backfill staffing, organizational alignment with strategic goals, and identification of gaps or overlaps in roles. Benchmarking data will be utilized to contextualize recommendations, and specific recommendations will be provided on how AI technologies can be leveraged to enhance process efficiency.
