DESCRIPTION


The IRS Research offices are seeking an externally hosted Software as a Service (SaaS) web survey research tool that enables the creation, administration, and collection of data from complex online surveys targeting taxpayers, federal agencies, external partners, and IRS employees. The platform will support assessments and improvements to IRS programs, processes, and services, as well as regulatory reporting requirements relating to customer experience and burden assessment.

The survey platform must utilize a Federal Risk and Authorization Management Program (FedRAMP)–authorized cloud storage solution, specifically at the High FedRAMP level. It must enable IRS users to create, administer, analyze, collect, report on, and download data from complex web-based research surveys, and provide digital website feedback tools that facilitate pop-up surveys for qualitative and quantitative feedback from users. The solution must offer customer support, accessible documentation, administrator controls for user management and privacy settings, and support unlimited surveys with up to one million responses. Licensing requires fifty SaaS licenses, a dedicated server, and a custom IP address, as well as privately branded URLs for platform-generated emails. Additional requirements include storage of survey data in a secure environment accessible from outside the IRS firewall, advanced administrator functions, 24/7 platform availability, system support, and an intuitive interface for survey creation and revision.

Key features must include auto-complete options with supplemental data, robust data storage and deletion capabilities, detailed reporting, and the ability for administrators to manage metrics, user permissions, groups, and settings organization-wide. The digital website feedback platform and survey tool should collectively facilitate the secure collection and analysis of qualitative and quantitative data to improve the IRS’s customer experience.
