The State of South Dakota is seeking proposals for an integrated online student training Learning Management System (LMS) to serve its public university system, which includes six universities and two K–12 special schools. The LMS must seamlessly integrate with the existing centrally managed Ellucian Banner enterprise resource planning (ERP) system, supporting single API processing and system-wide single sign-on. Vendors are expected to deliver a solution that reflects a unified system approach to data management and user experience across all institutions.
The project scope includes the acquisition, implementation, and ongoing support of a comprehensive LMS capable of storing, broadcasting, and tracking courses in various digital formats—particularly digitized video and multi-file digital courses. Proposals should detail the vendor’s organizational experience, describe the research foundations or evidence-based learning models that underpin the training curriculum, and demonstrate browser interoperability across current major browsers on any operating system.
The awarded contract will span three years. Vendors must submit all questions regarding the RFP by December 15, 2025.
