DESCRIPTION

The requesting organization seeks a vendor to develop an online payment and applications licensing system to modernize its licensing program. Currently, paper applications are manually processed and entered into an IPS database, with payments handled in cash, check, or credit card formats. The existing PML Tools application, coded in .NET Framework, provides reporting and utilizes data from the IPS database; the DataCard Interface also connects directly with IPS.

The proposed OPAL system aims to enable stakeholders to submit applications and payments electronically via a secure online portal, reducing reliance on postal mail submissions and improving data security. Automated workflows are sought for various application processing tasks, and commercial off-the-shelf software solutions may be considered. The new system should streamline application submission, payment processing, and reporting, benefiting both staff and applicants.
