DESCRIPTION


The Transportation Security Administration (TSA), through its Requirements and Capabilities Analysis (RCA), Capabilities Management and Modernization (CM&M) division, has announced a Broad Agency Announcement (BAA) inviting the submission of concept papers. The initiative seeks innovative development projects that will enhance the TSA's ability to ensure the safety and freedom of movement for people and commerce through the advancement of On-Person Screening (OPS) and Alarm Resolution (AR) processes. The focus is on strengthening threat detection capabilities for concealed items, responding to evolving adversarial techniques, and optimizing the effectiveness of security resources.

Concept papers should address near-term improvements and align with the RCA's OPS and AR Roadmaps. Targeted Technical Topic Areas (TTAs) include Limited Mobility, Footwear Screening, Touchless Resolution, Emerging On-Person Technologies (within OPS), and Tabletop X-Ray Diffraction for Alarm Resolution (within AR). Submissions may be made in one of two tracks, each pertaining to either OPS or AR enhancements. The schedule outlines a release date of April 29, 2026, a deadline for questions on May 11, 2026, and a final submission deadline of May 29, 2026.
