DESCRIPTION


The selected vendor will be responsible for creating and implementing a comprehensive legacy framework for the 2034 Olympic and Paralympic Winter Games, to be adopted by the city. This framework will be developed through a citywide engagement process designed to reach a broad and diverse cross-section of residents, with attention to inclusivity and equity.

Key responsibilities include designing, managing, and executing a strategic engagement strategy utilizing digital platforms such as ShapeSLC, as well as other approved outlets. The vendor will coordinate with city staff to develop multilingual, culturally fluent materials and outreach, including advertising, social media content, physical signage, and earned media. The firm must prioritize engaging historically underrepresented and distrustful communities—including Indigenous peoples, immigrants and refugees, youth, people with disabilities, and residents of varying socioeconomic backgrounds—through methods like accessible venues, multilingual facilitation, and community partnerships.

The engagement process will take into account complex stakeholder dynamics and conflicting perspectives around issues like public investment, displacement, housing costs, public safety, and equitable benefit distribution. Strategic integration with existing city planning and digital engagement platforms is required, and all efforts should be coordinated with relevant city departments. The goal is to create an engagement methodology that supports robust community input and successfully navigates stakeholder tensions. The contract period will be for two years.
