The U.S. Army Corps of Engineers, Philadelphia District, is preparing to issue a solicitation for a firm fixed–price construction contract associated with the Oldmans Dredged Material Placement Facility (DMPF) Dike Raising Project in Salem County, New Jersey. The project involves a large-scale earthwork effort to construct approximately 12,000 linear feet of earthen embankments across a 290-acre site adjacent to the Delaware River. Nearly 564,200 cubic yards of dredged material will need to be relocated, compacted in lifts, and graded to meet specified standards within an 18-month period of performance.
Contractors must demonstrate significant experience with large-scale earthworks and the ability to manage earthmoving equipment, labor, and logistics under challenging soil and weather conditions—managing silts and clays susceptible to saturation and weather impacts, and employing best practices for fill placement and compaction. The contract requires a licensed Geotechnical Engineer for data evaluation and bid preparation. Work will also include the installation of three steel sluice structures and 30-inch steel outfall pipes, provided as government-furnished materials. This procurement is set aside for small businesses and has an anticipated project magnitude between $10,000,000 and $25,000,000.
