DESCRIPTION


The agency is seeking proposals from qualified consulting firms to develop a comprehensive Older Adult (OA) Services Strategy. This strategy will guide service delivery, programming, governance, facility planning, and financial models for older adults over the next decade and must align with the Town's Strategic Plan and Recreation and Culture Master Plan.

Responsibilities include assessing the current state of older adult services, identifying gaps, opportunities, and future needs, and profiling the older adult population nationally and locally through market segmentation analysis. The project requires reviewing relevant policies, procedures, plans, and service standards, as well as incorporating national and international best practices, emerging trends, partnership models, and benchmarking staffing structures, budgets, policies, and governance models with other similar municipalities.

Additional tasks include conducting a full inventory of programs, clubs, services, fees, staffing, and facility resources related to older adults. The successful vendor will also benchmark participation patterns, cost structures, operating models, and membership trends. Broad community engagement with both older adults and the general population is expected throughout the process. The contract period for these services will be one year.
