The State of Texas is seeking a vendor to provide a comprehensive Offender Monitoring and Tracking System (OMTS) designed specifically for youth offenders. The proposed system must be capable of tracking youth throughout the facility, recording their movement history from both front-end and back-end application interfaces, and capturing well-being checks and observational data to support safety and oversight.
Key requirements include the ability to schedule appointments across various facility and service types, a centralized management component for monitoring safety checks and user access in real time, and integration with existing case management systems via API. The system should also offer tools for users to customize forms, create templates, and employ smart forms tailored to data relevant to monitoring youth offenders. Decision support features, such as housing placement support and fields customizable according to classification, are necessary to meet diverse supervision needs.
Robust reporting capabilities are required to track youth offenders’ locations, statuses, and overall well-being. The system must further allow for youth to be managed in service queues, even after discharge, ensuring continuity of information. The contract for this solution will be for a three-year period.
