Manitoba corrections is seeking a vendor to provide a secure, modern, subscription-based SaaS Offender Management System (OMS). The desired solution must feature robust inmate trust accounting, including the management of trust accounts, deposit and withdrawal transactions, general ledgers, and daily trust balance reports. The system should be capable of performing complex sentence calculations for both custody and community sentencing, ensuring accuracy and compliance with correctional requirements.
Comprehensive reporting and statistical capabilities are essential, alongside audit logging to monitor all user interactions for accountability. The OMS must leverage cloud hosting for scalability, future-proofing, and enhanced operational reliability. The selected vendor will be responsible for ensuring the solution is fully supportable, compatible with commonly used software, and adaptable to evolving business needs.
Additional requirements include advanced reporting and analytics development, data migration planning and execution, integration with legacy and external systems, and support for user acceptance testing (UAT). Organizational change management and clear communication support will also be necessary to ensure a smooth transition and effective adoption of the new OMS.
