DESCRIPTION


The district is seeking a consultant to provide comprehensive communication services in support of its districtwide odor control master plan. The selected vendor will partner with staff to deliver public relations and communications strategies, enhance media relations, implement digital media initiatives, provide graphic design, and build stakeholder and community partnerships. A key focus will be developing and executing a communications plan that educates the public about odor control efforts and encourages community engagement, including enabling the public to report odor issues.

Scope includes creation of educational content, such as an odor control brochure, and production of a public service announcement for television, covering copywriting, shooting, broadcast direction, production, editing, voiceover, and music. The consultant will handle digital advertising (initial Facebook creative and ad management), and provide media buying recommendations for reaching target audiences. The engagement aims to establish milestones for the communication plan and foster transparent and collaborative relationships with the community.
