Notice of Intent for TMPC Core Software Subsystems

The Naval Air Systems Command (NAVAIR), located in Patuxent River, Maryland, intends to negotiate and award a sole source Indefinite Delivery/Indefinite Quantity (IDIQ) contract to Peraton Technology Services, Incorporated for the continued development, delivery, and sustainment of Theater Mission Planning Center (TMPC) subsystems. This contract will include a base year with four additional option years, estimated to commence in the first quarter of Fiscal Year 2027.

Peraton, headquartered in Chantilly, Virginia, is the Original Equipment Manufacturer for key TMPC systems, including the Mission Distribution System, TMPC Communications System, Enterprise Database, Operations and Status Tool, Intelligence Situational Awareness Tool, Logging Services, and various TMPC Microservices. The sole source justification is based on Peraton's exclusive access to proprietary technical data, software source code, and specialized expertise necessary to fulfill this requirement without causing unacceptable delays.

This notice is not a solicitation for competitive proposals. However, interested parties may submit information regarding their capabilities, which will be considered only for the purpose of assessing whether a competitive procurement process is warranted. The decision to proceed with a sole source contract remains at the discretion of the Government.
