The Defense Health Agency (DHA) intends to award a sole source contract renewal for the Hayes web-based medical technology subscription service. This award follows a prior Request for Information (RFI) that did not produce any responses, in accordance with applicable federal acquisition regulations permitting sole source contracting when only one responsible source can satisfy the agency’s specialized requirements.

The Hayes web-based subscription, accessed through the Hayes Knowledge Center database, provides one of the most comprehensive proprietary libraries of health technology assessments (HTAs) and genetic test evaluations (GTEs) in the country. The service includes a wide array of topics, report types, and full-text evidence reviews. Hayes is recognized for its unique proprietary ratings system, considered the industry standard for evidence-based medical technology evaluations.

DHA relies on this subscription to inform policy decisions that allow beneficiaries access to emerging and effective treatments while safeguarding against unproven or unsafe procedures, in accordance with TRICARE regulations. The agency utilizes key modules within the Hayes Knowledge Center such as Evidence Analysis, Precision Medicine, and Horizon Scanning to support its clinical and coverage determinations.
