The National Institutes of Health (NIH), through the Office of Research Services and its Division of Amenities and Transportation Services, intends to award a sole-source indefinite-delivery, indefinite-quantity (IDIQ) contract for continued participation in the Washington Metropolitan Area Transit Authority (WMATA) SmartBenefits® Program. The anticipated period of performance is October 1, 2026, through September 30, 2031.
The SmartBenefits® platform enables employers to electronically assign transportation subsidies directly to employee SmarTrip® cards. NIH requires the platform to administer its Transhare Program and distribute transit benefits for use across participating public transportation systems throughout the National Capital Region, including Metrorail, Metrobus, and connecting regional providers.
The Government intends to award the contract to WMATA on a sole-source basis because WMATA owns and operates the SmarTrip® fare payment system and SmartBenefits® employer platform. The notice states that no other organization has the legal authority, proprietary system access, or technical capability to load employer-sponsored benefits onto SmarTrip® cards and interoperate with the applicable regional transit systems. Interested organizations may submit a capability statement by September 25, 2026; this notice is not a request for competitive proposals.
