SUMMARY

Comprehensive strategic plan for expanding and modernizing transportation demand management in California's Inland Empire.

DESCRIPTION

A public agency in California's Inland Empire is seeking a vendor to develop the Next Generation Strategic Transportation Demand Management (TDM) Plan. The project aims to deliver a comprehensive roadmap for expanding and modernizing TDM initiatives, addressing both regional and subregional mobility challenges. The plan will emphasize actionable strategies not only for traditional commuter and worksite-based trips but also for a broader array of travel needs, including discretionary, student, recreational, visitor, special event, older adults, persons with disabilities, and specialized transit users.

Key tasks include project administration and management, a detailed analysis of current travel patterns utilizing Replica O/D data and other relevant sources, and a robust stakeholder engagement plan targeting employers, transportation providers, community-based organizations, public agencies, and the general public. The vendor will be responsible for developing targeted TDM strategies that reflect the unique commuter patterns and employment characteristics of the region, particularly addressing challenges posed by a large out-of-county and long-distance commuting workforce, as well as workers in logistics, warehousing, and service sectors.

The scope of work also involves creating customized TDM and Vehicle Miles Traveled (VMT) reduction strategies for various subregions, evaluating the need for Park & Ride lots and mobility hubs, and establishing performance goals and evaluation criteria for TDM strategy development. A technical, action-oriented matrix must be prepared, assessing recommended strategies based on cost, feasibility, implementation factors, projected VMT and emissions reductions, and opportunities for partnerships and funding.
