New Jersey is seeking a vendor to deliver and implement a next-generation, AI-enabled Human Capital Management (HCM) system to modernize its human resources, payroll, and related workforce processes. The system must support the full employee lifecycle, including talent acquisition, onboarding, time reporting, payroll administration, and benefits management for both active and retired employees, as well as survivors. The HCM solution should provide built-in compliance features, uphold data privacy standards, and automate administration of complex job profiles, compensation structures, and work rules.
The selected vendor will be responsible for automating and streamlining HR, time reporting, and payroll workflows, reducing manual tasks, and adopting industry best practices to enhance efficiency. The system should deliver an intuitive, mobile-friendly, self-service experience for employees and managers, with robust reporting tools. Integration opportunities with third-party tools must be identified to support core business functions, while real-time analytics and reporting capabilities will enable data-driven decision making.
Implementation should adhere to industry best practices for project management, organizational change management, and business process transformation. Security requirements include support for modern standards such as role-based access controls, single sign-on (SSO), and multi-factor authentication.
