SUMMARY

This RFI seeks industry input for a unified software application pipeline and storefront to support military command and control needs using Agile and DevSecOps models.

DESCRIPTION

The Government is seeking information from industry regarding capabilities to support the Project Manager for Command and Control Applications (PM C2 Apps) portfolio. The envisioned acquisition strategy will consolidate the PM C2 Apps portfolio under a single lead entity, responsible for managing a unified development pipeline and application storefront. This approach aligns with the Next Generation Command and Control (NGC2) 'clean-slate' methodology, focusing on rapid delivery and iteration of mission-focused software within Agile and DevSecOps environments.

The Government is exploring a model that partners with entities capable of integrating Government-Off-The-Shelf (GOTS), Commercial-Off-The-Shelf (COTS), and tactical solutions to deliver a modular, interoperable suite of applications to Warfighters. Respondents should clarify whether they are the original developer or an intermediary, and demonstrate their capacity for innovation, influencing product roadmaps, and providing direct technical support. Collaboration among industry partners is essential for the oversight and development of applications from various sources through the development pipeline to the application storefront. Feedback on the feasibility of the proposed strategy and responses to specific RFI questions are encouraged.
