The United States Army is conducting market research to identify sources of mature commercial Network Operations (NetOps) software solutions. This includes software support services such as maintenance, feature enhancements, integration, testing, and other technical services. The primary objective is to potentially procure annual software licenses for solutions that meet requirements related to Network Management/Enterprise Systems Management (NM/ESM), Cybersecurity, and Information Dissemination Management/Content Staging (IDM/CS).
Offerors must have access to Controlled Unclassified Information (CUI) and will be required to comply with CUI handling and safeguarding requirements as per DoD Instruction 5200.48. Access to the detailed technical requirements will be granted following verification of Cybersecurity Maturity Model Certification (CMMC) Level 2 compliance. The Army seeks software platforms that support the installation, operation, maintenance, and protection of the Unified Network, ensuring a continuously modernizing, secure, and resilient infrastructure for effective multi-domain operations.
Interested organizations are requested to provide tailored capability statements detailing compliance with the listed software requirements, prior experience with the Department of Defense, and information regarding direct or reseller provisioning, as applicable.
