Headquarters Supreme Allied Commander Transformation (HQ SACT) is preparing to issue a Request for Proposal (RFP) for a Secure Cloud Service (SCS). The SCS will function as a pre-accreditation validation environment, facilitating iterative security testing, architecture refinement, and the production of auditable evidence in compliance with NATO Security Policy and NIST SP 800-53 Rev.5. Additionally, this service will deliver initial operational cloud capabilities to priority Communities of Interest (COIs), with two prototypes to be delivered using two distinct technologies.
U.S. prime contractors interested in this opportunity must have a professionally active facility within the United States, maintain approval for participation in NATO Competitive Procurement (NCP), possess a Facility Security Clearance at the level of SECRET or higher, and secure a Declaration of Eligibility (DOE) from the U.S. Government. All vendors and team members must hold appropriate NATO or National Facility Security Clearances, and the proposed team must maintain SECRET clearance at the time of proposal submission.
Firms new to NCP must complete a one-time application that includes supporting documentation such as a company resume with past prime contractor experience and recent financial documents evaluated by an independent CPA. After approval, the DOE for this contract will be issued by the Department of Commerce and forwarded to the NATO contracting agency. Key dates include the DOE application deadline on May 13, 2026, planned RFP release on May 18, 2026, and a planned bid closing on June 22, 2026.
