SUMMARY

NATO's HQ SACT is seeking qualified contractors for a Minor Construction Framework in Virginia, requiring pre-approval, a DOE, and recent relevant experience.

DESCRIPTION

Headquarters Supreme Allied Commander Transformation (HQ SACT) is seeking qualified contractors to participate in a Minor Construction Framework based in Virginia. This framework is designed to efficiently deliver recurring, low-value construction and maintenance projects at HQ SACT. The contract scope includes a variety of tasks such as internal and external painting, flooring installation and repairs, dry repair and installation, minor building alterations, and related finishing works. Projects under this framework will typically be small in scale, either reactive or planned, and will require adherence to industry standards, safety regulations, and minimal operational disruption.

Interested prime contractors must be pre-approved under NATO Competitive Procurement (NCP), possess a Declaration of Eligibility (DOE) issued by the U.S. Government, and demonstrate relevant experience with similar contracts within the last three years. Contractors must also hold appropriate licenses for work in Virginia and ensure that all personnel are citizens of NATO nations with suitable professional training and experience. The framework allows for the engagement of multiple suppliers, and the contracting authority may call off works as required during the framework period, ensuring timely delivery and continuity of services.

Contractors must be capable of handling multiple simultaneous tasks, employ skilled and qualified staff, and maintain high standards of health and safety. The process will follow a competitive procurement and best value approach. Key dates include the submission of DOE requests and, for new participants, the NCP application by 4 February 2026, followed by the anticipated issuance of the invitation for bids on 9 February 2026.
