DESCRIPTION

A vendor is sought to provide expert legal and procedural support related to the development of policy and legislative options for digital platform regulation in Moldova. The selected expert will prepare an Inception Report defining the scope of work and implementation plan for the assignment.

Responsibilities include contributing substantive legal input to a desk review of the national regulatory framework and participating in stakeholder consultations and workshops with project experts. The expert will provide written legal annotations to clarify how proposed international regulatory models interact with Moldova's legal system.

Based on the final regulatory options paper, the expert will develop a legislative package or targeted legislative amendments to implement the preferred regulatory option(s), ensuring alignment with existing legislation and compatibility with both national and international standards.
