The Organization seeks a vendor to design, develop or configure, test, deploy, and maintain a national e-learning platform (LMS). This platform will facilitate the creation, management, and delivery of online training at both national and sub-national levels, supporting capacity development for central institutions, regional and local civil protection structures, and other relevant stakeholders within the civil protection system.

The project includes producing a solution architecture and detailed implementation plan that addresses security baselines, user roles and permissions, workflows for course creation and delivery, reporting requirements, and data protection measures. The LMS will require custom configuration and module development, including branding and system settings, as well as tools to set up course and certification templates and reporting dashboards. Integrations with Microsoft Teams and Single Sign-On (SSO) using NAIS technical instructions are minimum requirements, with scope for additional integrations as needed.

Vendors must ensure comprehensive testing (functional, security, and performance) with documented results and defect remediation before production launch. A pilot rollout with a selected user group will be conducted to gather feedback and implement improvements. Key platform features include content creation and import tools with storage management, course builders, catalogs, search and filtering for users, learning paths, cohort management, user profile handling (import/export and bulk actions), configurable approval workflows, manual account management, in-browser audio/video recording, document conversion tools, and video/audio conversion or screen recording as supported.
