This project seeks a vendor to develop a national digital case management system for Mozambique. The system will enable and strengthen multisectoral referrals and coordination, ensuring continuity of care and follow-up for children, families, and vulnerable individuals. It will provide reliable, near real-time data to support supervision, management, and policy decision-making, and strengthen data governance, privacy, and security according to child safeguarding and ethical standards.
Timely information generated will help identify gaps, risks, and opportunities to improve service coverage, quality, and equity. The solution will enhance accountability and transparency through improved monitoring and reporting mechanisms. Approved requirements must be translated into a fully functional digital system, including modules for registration, assessment, risk analysis, case planning, follow-up, referrals, supervision, and case closure. Web and mobile interfaces with offline-first functionality, WCAG 2.1 Level AA accessibility compliance, secure authentication, role-based access controls, and data encryption are required. Initial or testing data migration from prototype, support for pilot implementation at district level, and additional data migration as needed are also part of the scope.
