Connecticut municipality seeks a vendor to redesign and implement a secure, user–friendly website and digital services platform with CMS, ADA compliance, and modern features.

KEY REQUIREMENTS

Must be registered as a partner with pre-negotiated pricing through Naspo, Omnia or other Federal/State Cooperative Agreements
Must have experience in furnishing, installing, and supporting website redesigns and digital services platforms in municipalities
Must provide at least three customer references, preferably in the Connecticut/New York/New Jersey Tri-State area
Must have installed at least three installations in a multi-facility networked environment within the last 3 years
Must provide two hard copies and one electronic copy of the proposal
Must provide proof of insurance with an A.M. Best rating of A- (VII) or better
Must provide a signed Insurance Certification in the form of Appendix A
Must provide historical and background information including financial stability documentation
Must be able to provide 24x7 technical support with 4-hour priority 1 coverage

DESCRIPTION

A municipality in Connecticut is seeking a vendor to design, develop, implement, and support a modern, secure, and user–friendly website and digital services platform using a content management system (CMS). The redesigned website should feature a responsive, mobile–first design and include content migration from existing sources. The CMS must offer role–based permissions, ensuring appropriate access levels for staff and administrators.

Accessibility is a priority, with ADA compliance required through integrated accessibility tools and ongoing monitoring. The platform should support agenda and meeting management, providing functionality for agenda creation, minutes and packet publishing, and archiving capabilities. Digital communication features—including email, SMS alerts, and notifications—must be present, and the inclusion or future integration of AI or chatbot solutions to assist residents and navigation is desired.

Additional requirements include a document centre, interactive calendars, forms, robust search capabilities, and support for multilingual content. The town retains the right to incorporate AI, automation, and emerging technologies as needs evolve. The contract period is one year.
