DESCRIPTION


The selected vendor will develop a comprehensive municipal parking strategy for all municipally-owned and managed paid parking assets within the designated area. Responsibilities include developing and testing strategic scenarios, drafting policy frameworks, operational approaches, financial models, and implementation assumptions. The process will culminate in findings and recommendations compiled into a clear, actionable implementation framework.

Key focus areas include defining roles and responsibilities, establishing implementation sequencing, resourcing, performance monitoring, and outlining decision-making pathways necessary for executing the strategy. The service will require consolidating and synthesizing all approved work from previous stages to produce a final strategy report suitable for executive management, council review, and public dissemination.
