The government authority in Pennsylvania is seeking a vendor to provide comprehensive municipal parking management and enforcement services. The scope includes staffing and management reporting, enforcement through ticketing and vehicle booting, and the implementation of technology solutions such as mobile and web-based payment platforms. Services are to be applied to on-street parking, municipal lots, permit parking zones, event areas, and other related facilities.

The selected vendor must facilitate various payment options for parking violations, including credit card, check, money order, QR code payment via phone, phone-based customer care, or mail-in payments. Responsibilities also include strict enforcement of residential permit parking zones, downtown timed parking restrictions, and booting vehicles for outstanding citations, all in accordance with city ordinances. The vendor should enforce parking regulations during events and manage ADA, business, residential, permit, and event parking for approximately 2,330 meter-free spaces following the city's traffic code. Implementation of a pay-by-plate or pay-by-space system is required.
