The requesting department is seeking a vendor to provide multi-year Anti-Predatory Lending Database (APLD) services utilizing an in-production, web-based enterprise solution. The solution must currently serve the solicited purpose and be configurable to meet the specific needs of the department.
The APLD must operate as a cloud-based, Software-as-a-Service (SaaS) platform, accessible securely via an online login page. Vendors are required to offer a solution that is web services compliant, built using HTML and CSS code that fully aligns with World Wide Web Consortium (W3C) standards. All users will utilize a W3C-compliant Web Access Layer for secure authorization and access to the APLD.
A minimum service uptime guarantee of 99.97% is required, ensuring real-time, 24/7 access to the system (with the exception of pre-approved maintenance windows). The platform must support access through modern internet browsers, including Mozilla Firefox, Google Chrome, Microsoft Edge, and Safari, on both Mac and Windows/PC systems, as well as on mobile devices such as tablets and cellular phones with internet access.
All clarification questions related to this RFP must be submitted by April 28, 2026.
